I got this guy in this state (second image is the 1st pic i took of him), I let him rest for a few days, trying to just trim his nails and provide him better perches but it's not gotten any better. Where I live I have no bird vet options.
One of his toes (3rd one from the camera, pic 1) is holding on by a string and on another an odd hard black thing appeared on the front most toe on pic.
I tried doing research, but a friend told me to post just in case... Right now I'm making his feet sit in a warm salt bath :(
