Agria pet insurance for miniature dachshund?

I recently bought a miniature dachshund puppy and I'm on the process of getting pet insurance. I was quoted ~240€ a year with Agria but when I asked if IVDD was covered under the policy the best they could say was that it most likely would be as long as his vet confirmed there were no pre-existing symptoms, but every claim is assessed individually and they could not give a guarantee. I also got a quote from Allianz for ~340€ a year and they did guarantee cover for IVDD as long as it occurred after the cooling off period of the policy.
I was just wondering if anyone with a dachshund with IVDD had any experience with Agria and whether they were covered? Is it better to go with the more expensive option with the guarantee? As I know if IVDD were to develop (very hopeful it won't be the case!) it can be very expensive to treat.
