Please give feedback on my shenanigan policy

I have only played with one group, so I want to know how the general public would feel about my policy regarding shenanigans.

"If you want to try something, it has to meet at least two of the following criteria: 1) Rules as written, 2) Rules as intended, 3) Narratively Plausible."

Please let me know if you would have any problems with this policy if your DM was using it.

Edit: I'm glad I asked for feedback because apparently there were a lot of things that were ambiguous that I thought were clear. Including but not limited to:

  1. What a shenanigan is: >!Noun, informal; a mischievous act, trick, or practice. For this context it refers to anything that is actively disruptive to the gameplay or narrative without being actively disrespectful.!<
  2. What RAI means: >!Following the spirit of the rules where it conflicts with the explicit text.!<
  3. The purpose of this policy: >!To explain what must be applicable to a shenanigan for it to be allowed, not to define what counts as a shenanigan.!<
  4. My goal for this policy: >!I am attempting to codify things which are allowed, when they typically wouldn't be allowed and/or accepted at many tables. To specify that I am willing to forego any given one of these criteria in situations where it still adheres to the other two.!<
  5. That I am not trying to be dismissive: >!I am willing to work with players to recontextualize things to fit the narrative when they go against either the written rules or the spirit of the game's mechanics.!<
  6. That I am aware that this policy is imperfect: >!I am asking for feedback because I think there's something wrong with it.!<
