I was thinking about this because (correct me if I'm wrong) the Jedi are the only ones we see operating as generals in the war, and the rest of the chain of command is taken up by clones. However, there was already a Navy with admirals such as Yularen and Tarkin ready to go with starship fleets.

Perhaps rather than a standing army, each planet had their own military depending on the need, and intergalactic conflict hadn't necessitated a standing army under the command of the senate, but it seems odd to have pre-existing admirals but no pre-existing generals that would serve along the Jedi. Are there any sources in Legends or other content I've missed about non-Jedi generals?
