why is my betta doing this??

he's done this for a while now but it has never gone on long enough for me to get a video or as bad as it was this time. btw this tank is a temporary tank for him while i'm waiting for his to finish cycling. all he's been doing is sitting at the bottom of the tank taking huge breaths, i was thinking maybe dropsy or swim bladder and possibly fin rot im not sure. i wanna help this little guy out until his tank is ready
