I am asking on behalf of a friend. I gave them my opinion on what should be done but I am asking for the legal ramifications so they know what could happen.

Location: Maryland
A few weeks ago, there was a large item ordered online for store pickup at a location in Annapolis. Got the item and then was contacted by the retailer saying that they never closed out the order and it auto canceled. They offered a discount if the item was paid for. Legally, does the item have to be paid for since it was the store’s fault for not closing out the order, causing the refund? Is that something that law enforcement could get involved and criminal charges could be filed?
