This picture book is from somewhere around 2000 - 2013 (approximately) and features scenes of babies/toddlers getting ready to go to out to the library. I remember the phrase, "do babies like to get ready?, NO!" or something like that. We look at the scenes as if going in through the windows and looking into the apartments. It's all apartments. Babies putting on socks (do babies like to put on socks?, no), babies putting on snowsuits, etc. It's winter and there's snow on the ground. The last couple of pages are the toddlers and caregivers walking up to the library and then inside the library where the librarian has picked out just the right book. It's nighttime and it feels warm and cozy after coming in from the cold. Throughout the book, the families and toddlers shown are all different skin-tone shades and clues about different cultures are present.
I'd love to remember this book if anyone can help!
