I'm hired a contractor to remove the popcorn ceilings in my home. They repainted the ceilings but also got some on the vertical walls and are asking to charge to repaint all the walls as well. Is this normal?

Paint is on the top 1-2" of the wall next to the ceiling, like they took a brush and pushed it into the joint
