

Question about this roundabout - one of the exits was narrowed to one lane
I have a question regarding this roundabout—maybe not so much about how to drive on it, because generally the law here is clear (although drivers are still highly confused), but I'm wondering if the redesign of this roundabout isn't simply poorly engineered.
Previously, the roundabout was very straightforward: two lanes on the roundabout and two lanes on the northern exit. People driving on the left lane of the roundabout would exit into the left lane of the exit, and people driving on the right lane of the roundabout would exit into the right lane of the exit (after yielding, of course, to anyone continuing further around the roundabout in the left lane).
The problem started when the roadworks began. The contractors closed the left lane just before the exit itself, putting up "keep right" signs, and that's when the issue arose—who has the right of way? Is it the person in the left lane who wants to exit but is essentially running out of lane, or the person in the right lane who is driving in their own, open lane? Drivers in both the left and right lanes were convinced they were in the right, which regularly caused traffic jams and dangerous situations on the roundabout.
After more than six months of chaos, the roadworks finally finished, and during the construction, the left lane of the exit was completely removed. Unfortunately, this didn't solve the problem. First of all, the remaining lane is currently laid out very awkwardly, looking as though it's a direct continuation of the right lane of the roundabout. Second, the people who used to drive in the right lane—and believed that since the left lane was ending, they had the right of way from the right lane—continue to do exactly that.
