How to chose wether a frame is worth upgrading or not?

Due to the constant rise in petrol prices, and the massive amount of traffic that plagues my city i decided to clean up and use an old bike we had lying around.

To my surprise i actually ended up really enjoying moving around on it, especially since my daily route is 90% on a cycling road, an the rest on pretty low traffic roads.

I really enjoy customising what i own, and since the cost of bicycle parts doesn’t seem that insane (unless you go way down the rabbit hole, which I don’t care about) I’m seriously thinking of buying some parts for my bike.

namely, i wanted to get drop bars, a new seat, a Megarange casssette and a shifter to go with it, and new tires (this is mandatory since i just realised mine have a massive crack going all around).

My bike as you can imagine is the one in the picture. It’s a Collalti (a small bike shop in Rome) but I have absolutely no clue about any of it‘s specs, or if they produce their frames in house (doubt it). I was wondering if there are any immediate red flags I can’t recognise that would make upgrading this (I don’t want to spend more then 150 euro) not worth it, or impossible.
