First Time Home Buyer - Home Inspection Findings - Insulation. Any help would be appreciated.

First time home buyer here in Kentucky. Found a house I love but the seller refuses to do any of the fixes based on the inspection. Now overall the fixes do not seem major but a lot of the insulation under the house has fallen away. I have shared some photos. I read that installing insulation can cost up to 5K here in Kentucky. The realtor says it may just look worse than it actually is and that they may be able to tack it all right back up and not cost anywhere near that. Does anybody actually have some general idea? I know it's kind of hard to see you there is no mold and there's no animal down there tearing it out it's simply just fell away from the house is this all going to have to be completely redone? Kind of at a loss and not sure if I should move forward with purchasing this.
