Man studies and gets in shape with ulterior murder motive in authoritarian sci-fi

It might’ve been a Hugo winner or some other classic sci-fi. Authoritarian society. A man improves himself by getting in shape, learning languages, climbing the social and professional ladder … he is trying to murder someone, which is deemed impossible in that society (some panopticon society), so he has to set up circumstances over the years to make it not look like a murder. Ring any bells?
