Everyone on Earth gets one wish... but first, YOU get to decide the rules

Everyone on Earth will be visited by a genie who can give them one wish. The genie is basically a bureaucrat making the paperwork go through; they have some wiggle room, but for the most part they have to abide by certain rules.

Before that happens, though, YOU are the one who gets to decide what those rules are. Note that you will get your own wish, by these same rules. The only caveat is that you get your wish a day later, so you can't take advantage of early knowledge.

Can a wish only directly affect everything within a short radius of the wisher? Can it not grant superpowers? Can it ONLY grant superpowers? Are you going to make any effort to stop the infinite wish hacks?

You can choose any fictional character, bring them to life, talk to them, and then... they get to do whatever they want. You can't control them, you don't gain any special abilities to find them or whatever. They're alive now, and they can choose what to do.

If it's anyone with superpowers, their weakness comes too. If you summon Superman, Kryptonite appears at random. If there are multiple versions of this person, you get the version you want; if you summon Superman, you won't get Red Son unless that's what you want.
