Any idea what is growing on with my rubber plant? Second time this has happened. I cleaned with vinegar and water before, but it returned about 2 months later. Is it mold? Fungus? Also new leaves seem to be failing to open.

I keep it in a bright hallway under a skylight and it has thrived, but then this occurred. Any ideas?
