Pros:

1. Civilian initiatives are 30% cheaper, initiatives roll out faster. This means you'll have a lot of stabilized zones early on

2. Local support is significantly higher, so pair that up with PR, your support will skyrocket

3. Peace talks with insurgents will be faster since they genuinely want to end the conflict

Cons:

1. Highly vulnerable to reputation loss as shown in the first image, losing stabilized zones will make you lose more reputation than standard governors.

2. Any civilian casualties like accidentally killing civilians in a airstrike, will have a catastrophic panic mechanism for Dragonet. Same goes for Military defeats

3. Forcing Dragonet into any hard aggressive demands like making them choose to imprison all insurgent leaders for reputation gain, will actually backfire as the insurgents retaliation makes Dragonet panic.
