frequency of people on drugs?

I’m new to the trades and in retrospect i feel like i should’ve expected this- but meth and alcohol are seemingly so common?? Maybe it’s just a rough place I’m at now, but is that usually the norm?

When is it my problem when working with stooges?

I’m brand new and I’ve been practicing some basic welding skills in a shop.

Today I witnessed some ignorant actions from students in the shop. Full sending onto dangerous tools/equipment after skipping through safety talks/ introductions, accidents that shouldn’t happen, lack of respect for safety, lack of basic awareness.

But that doesn’t directly affect me, I guess? Not my gloves on fire.
But I could barely shake the horror of that all it takes is 0.5 seconds and a stupid accident to potentially hurt me. I am at the mercy of people who are holding torches when I wouldn’t even trust them with scissors.

These are supervised people, but soon they won’t be.
I feel bad complaining and tearing them apart for it, like it is just not my place to do so as an equal.

In the real world, where do you personally draw the line from “that guy is a dummy” to “that guy is a hazard”?
