Top heavy built from cycling

So I (26F) have purchased a bicycle back in March with the purpose of loosing the extra weight from winter. I cycle to and from work every single day, about 20mins each way. It has done wonders. My fitness improved, I find it fun and I absolutely love the fact that I'm burning calories instead of fuel for my daily commute.

I see amazing results in slimming down my legs and toning my glutes, but my issue is that my built turned top heavy. My arms are not slimming down. I'm in a calorie deficit and stopped eating junk, limited alcohol to rare occasions and so on. I'm naturally pear shaped and this new body shape is making me really uncomfortable.

Did anyone else struggle with this? What is something that helped you? Should I focus on arm exercises outside of cycling?
