What would you guys do?

Friend left their dog with us to go to rehab and then disappeared past the agreed time, no contact, phone is off, all social accounts were deleted. Called non emergency police and they can’t do anything or find the person. We personally need to travel next week out of country. We have to put our own dog with a pet sitter. Only option police told us was to bring the dog to RSPCA.

What other options are available? Can’t keep the dog as it’s far too much for us for handle 2 dogs. No friends or family member want it.
