America has this great phrase for a small, bent-metal only, accident and it sometimes gets used in UK press, but I think we should have our own - any suggestions?

Someone I know is in the process of doing a barn conversion where there is electricity already 'installed' to the outside of the building. I say 'installed' because the original install is pretty much a bodge by the DNO - a bit of soggy chipboard that is barely screwed to the wall (2 of the screws have rusted through and the others are pulling through the disintegrating chipboard) with a 'build-in' type box that has been hacked about and retrofitted over the top.
Where the meter currently is is right where the walls of an extension are planned to go. Digging down for the footings has exposed the duct for the cable which has made the whole thing really unstable as the duct was basically the only thing holding it up.
If the meter were to fall off the wall and end up in the trench would the DNO come and put it back up for them as an emergency job? Would they also be prepared to locate it in a better position a few feet away (no wiring change on their part needed as the lengths are exactly the same) if there was a trench already open on site that could accommodate the cable route?
Luckily the board has an isolator, so the tails could be disconnected beforehand.
Alternatively - if the board were to fall off the wall and into the damp trench and theyhad to make an emergency repair to stop it getting wet by attaching it to the new wall before calling them to tell them what had happened, would they come out?
