Sorry to bother all of you guys, but I cannot find this particular fic. Harry runs away from the Dursleys and isn't found. He misses the first two years of Hogwarts but shows up in the third year.

Harry, Hermione and Luna end up running from Hogwarts, and end up gaining the attention of the British government, who Collab with the three of them to take down the Ministry of Magic.
