At half cocked hammer, should the hammer release/fall when the trigger is pulled ?

Why don’t wildland fire fighting agencies/companies and or state/federal government utilize cloud seeding and ionization to encourage more precipitation as it’s done in agriculture to reduce drought ? Cost ? Does it not have a high enough success rate to guarantee heavy precipitation? It seems like it would be the best use of that resource. I feel for those who were displaced in the Anderson area that had to evacuate yesterday.
