I feel like ive tried so many things and I cant make my base last, or nor separate, or look smooth at the same time like someone tell me your secrets help

the person who i think posted the tiktok is recording with their phone like facing up on a bench, some random guy came up to them and is just saying shit like "im a wicken im a jew, im a atheist, im the dog im the cat, im the watch, im the money, im you, im everything " probably not 100% what he said in that order but thats what he says, please someone find this tiktok

I tried using lotion, using water, i dont have a refreshing or fixing spray but nothing will work. what am I doing wrong???? how should I change my base to make it not as easily ruinable by watery eyes
