How do I raise my offices clerk hours?

Context: I work in a small office, 6 routes, 2 ptfs, no passports etc. prior to losing amazon, ptfs we got 40-60 hours a week, never scanned into job areas etc. we just survived the day.

Post Amazon, our Postmaster claims less than 12 hours available weekly each and only schedules us 12 a week. I asked if distribution, box, inventory complete scans helped a they said no they didn’t. Aside from the scans, I’m not sure what metrics we can make sure are accurate to raise hours if possible.
