Low CUET UG Score. Can I still get a govt college?

I scored 328/1000 in CUET UG (PCB + English). I'm from the General category and scored 77% in Class 12.

My first preference is B.Tech Biotechnology or B.Sc. (Hons.) Biotechnology, but with my score I'm not sure if I have a realistic chance. At this point, I'm honestly just looking to get into a government university. I'm not fixed on a particular course anymore-I'm open to any course if I have a realistic chance of getting admission.

Could you please help me with:

Which universities should I apply to?

Which govt universities/colleges do I still have a realistic chance of getting into?

Should I only focus on biotechnology, or are there other courses I should consider through CUET?

Is there any counselling I shouldn't miss?

I'm mainly looking for colleges in Delhi or North India, but I'm open to other good options if the fees are reasonable.

I'd really appreciate any suggestions or advice from people who've been in a similar situation. Thank you!
