My poor elderly neighbour has an infestation of what I think is hydrangea scale.

They’re coating a lot of the stems and underside of the leaves, but also seem to be dropping on the floor (last pic).

Any tips on how to treat this? I’m planning on spraying it with diluted isopropyl alcohol to avoid using insecticide. They’re still quite soft at the moment and are coming off with a wipe so I’m hoping it’s not too late to save it.

Any help would be hugely appreciated!
