session quota starts at 99% and 89% weekly ->
i say hi to begin 5 hour limit, check status with refresh ->
no change
10 mins later no more messages or any chatgpt/codex usage->
drops to 89% and 88weekly.

i stopped using ide/app and went back to cli just to if that would fix it, it didn't.

i say hi with 5.4 mini low just to safe...

this adds up and sucks to try carefully manage it through optimizations and limiting to only planning just to have quota dissappear.
