Hello ,
My cat was recorded on my ring camera and neighbours cameras being lured off my driveway and all the way to their house (England). Luckily I have managed to find my cat in rspca.

The police have said because the cat was not picked up and then handed into RSPCA then it is not a theft. Surely luring a cat is theft regardless of whether or not it ends up in rspca or you pick it up or not.

How can I complain to the police as they are adamant it’s not a crime.
