help identifying painting tool

I love this person's art, and I'm trying to figure out what that pen-ink like thing they're using is. any ideas? full reel linked below. they are saying it's acrylic, but it looks like a different contraption.

I consulted with both of these docs over a month ago and still cannot come to a decision. Anyone had any experiences with either? Hosch particularly has been on my mind as he is one of the only docs I've met with (aside from Dugar - who is too expensive na dquestionable reviews..) that can do nice tip changes with a minimal invasive techinque. I can't remember what he said in terms of how, but it looks like it is his own technique.
