the flashlights that are available to me are awful. the best one i can buy is locked behind a quest. how can i get these quests to unlock items locked behind the item only quests (i said quest a lot but i hope it makes some sense)

i’m unsure if you have to unlock anything, but I have so many spray paints and when I go to spray paint gun on the workbench, I can’t actually spray paint anything. Anyone know why this is

can’t exactly understand where to find this key. Any help finding where it spawns would be great.
