Layoffs and priority placement

I was applying for a job and was towards the end of the process, and got told that the process is paused now because inside people are getting laid off and need to be offered vacant spots before new people are. How much time does this typically take? Are we talking days, weeks? I don't understand why positions keep getting posted if outside the agency applicants can't get them right now.

Is it customary in social services to get other people's work?

I've never had a job before where I'm getting an unlimited amount of work. If someone leaves or goes on vacation, you get their work. There is also no cap or limit on new cases coming in. Is this a thing in this field?
