RTR right to represent from recruiter in Singapore meaning

I am not familiar with this RTR thing.

I have been actively applying for job online portal, but what I see, most job posting are from recruiters. But I have never deposit my resume to any recruiter, only apply the job posting from recruiters.

sometimes, I get call or whatsapp from recruiter, asking me for more info about my resume, because I have apply to their job via job portal, and whether am I interested in this job description, normally I will just reply, "yes, I'm interested", then they will reply "we will submit you resume to our client". I have doing this for quite some time.

Today while I was asking ChatGPT about some job description, it mention about RTR(right to represent), saying that once you reply to the recruiter's email or whatsapp that you are interested, you have effectively agree to the RTR to this recruiter to represent you to their client, even if you didn't specifically reply that you agree to the RTR, meaning that if you apply to another recruiter which also have the same client, your application will automatically be reject, if you apply directly on the company job portal, their ATS will also automatically reject your application, as they see this as an duplicate application.

Is what ChatGPT saying true? meaning now I can't even anyhow reply to recruiter's email or whatsapp, otherwise it will hurt my chances of getting a job, especially in bigger companies?

But now most job posting are from recruiters, what should I do? What should I take note or be more careful when replying to recruiters?

Recruiter offering a job directly without interview

Yesterday I receive a call from a recruiter to arrange for a online interview few day later for a tech job in a local bank, which I accepted the interview.

Today, the recruiter call me again, saying her client review my resume again, saying they want to offer me the job without any interview.

I reply that it's very strange that there's no interview, I insists on an interview, as it should be 2 way, I also need to check whether is the job suitable for me.

She say she will check with the client, but the interview date set earlier will most likely still occur.

I find this very sus, is the recruiter lying? What game is she trying to play here?

Personally, I don’t think it’s a scam, the same recruiter called me 1 month ago for a job I applied to their agency via MCF.
Yesterday she called again to ask if I’m still available, and offered me this interview, but today it suddenly becomes a job offer without any interview.
I just cannot figure out what game is she trying to play here.

I apply for a job in My Careersfuture, then got a reply from a recruiter.

They say the job is from GovTech, 6 months contract, NOT renewable.

Payroll will be under the recruiter, but working under GovTech.

The recruiter also have the following condition:

One-month notice of termination or salary in lieu of notice is required.

A minimum of three months of service must be completed, including the one-month notice period.

If less than 3 months, a one-month notice of termination or salary in lieu, plus a $200 administrative charge, is applicable.

Is this even legal in Singapore? Need to pay the recruiter $200 if want to resign before 3 months?

And the contract is only 6 months and NOT renewable, meaning GovTech only hiring temp staff?
