Looks like I have scale bugs on my potted palm trees. I’ve been trying to clean/remove them with an insecticide soap and physical removal but they don’t seem to be going away. Please help, I’m open to any advice for growing palm trees!

It is currently indoors getting 2-3 hours of sun per day, as the season gets warmer it is moved outside and gets more sun per day. It is unfortunately on an uneven watering schedule as my family takes care of it for most of its indoor season. i do not think the soil is optimal for draining so I am planning on replanting it in a better draining soil soon.
