People have already answered this, apparently cipher is also another word for crest/seal/identifying-symbol. Thanks for the help!

I swear I have reading comprehension skills. I’ve been really interested in strangely shaped ciphers and know circle ciphers have been done before, so I figured this was one of them.

The second James Bond book describes a DOJ cipher that looks like a dark blue circle. Does anyone recognize it? I can’t find anything about it on the internet.

I figured it might work like the koi writing cipher/conlang, which disguises words as circular ripples in a painting of koi fish.
