2026 State of the County Address (05-19-26)

The link is for the CCTV of the County State of the Union Address. The half-a-billion dollar upgrade to the jail may be the most impactful item for Vancouver residents.

40% of Clark County residents live in Vancouver WA, and any proposed jail upgrades, to including expaning to a new location, will likely impact the downtown Vancouver area.

The jail is chronically over capacity, with rooms designed to hold 1 person, holding 4 to 6 people (single beds replaced with bunk beds, than matts given so people can sleep on the floor).

Downtown Neighborhood Assocation Thursday

The May meeting of the Esther Short Neighborhood Assocation is Thursday. The Ester Short Neighborhood Assocaiton serves the downtown area from the waterfront to Millplain, and I-5 to the railroad tracks.

News article on Waterfront Way seems to show wide spread support

The Waterfront Way weekend street closures have been a topic of multiple discussions on this sub-Reddit. The news article seems to show the closures have a wide base of support.

Some of the closures biggest supports are groups that were believed to oppose the closure over reduce parking concerns.

It seems everyone wants a safer more enjoyable waterfront.

Next steps on on how to expand the closure will occur over the next months. Don’t expect a full permanent pedestrian zone anytime soon… but it’s not as impossible it once seed.

Census Burea Data (A useful data source)

A few threads touched upon the desire for data sources. Here's the link for the 2020 census data. One can look up areas by addressed, zip codes, etc. It can be a bit clunky to use until one gets used to the filter system (and using Census Tracks). But the site can be useful to pull out of sorts of data that are germane to ongoing discussions.

For example, per the data, the core downtown area of Vancouver (Cenus Track 424, Clark County Washington) (from river to 13th so not the full downtown area to Mill Plain but essentially the same for most topics).

Median Household Income: Downtown: $74K; City: $82k; County: $100k.

Living in Poverty: Downtown: 13.4%, City: 9.8%, County: 7.3%.

Fun Fact: The data also shows that the average downtown worker works 45 hours per week compared to 38 hours per week for the City, County and State groupings.

The waterfront area of downtown is pushing the overall averages up for the downtown, but even including the waterfront, the downtown is still economically challeged when compared to other parts of the City.

Enviromental Health Disparties (A useful data source)

A few different threads touched upon needs for a widge range of data. To help, here's the link for the Enviromental Health Disparity Map made by the Washington State Department of Health. The map includes a wide range of aspects rated by level of impact. Proxmity to clean-up sites, air quality, etc. In addition to socialeconmocial aspects are included.

For example, per the map, downtown Vancouver is identified as being most impacted for population living with disabilites, unemployement, unafforable housing, and living in poverty.

There are more detailed census-like sourced for income by zip codes out there, but this makes for an user friendly source for a wide range of factors.

Q: How to activate an under utilized public park downtown?

Located at 9th and Broadway, Sculpture Garden on Broadway is a City public park that’s easily overlooked. It’s namesake sculptures were even removed a decade ago. So now this public place seems as a forgotten quiet corner. Ideas to re-activate the park have ranged from adding work out equipment, to slowly getting new art installations over years.

Q: Comments on AI automated call operator for 311 calls.

Do people have any concerns or compliments for the local emergency calling system using AI assisted automated call operaters?

CRESA, the agency that handles local 311/911 calls uses an AI powered/Assisted automated call operator handle 311 calls during periods of high calls or other times as deemed suitable. The cost of the service is not public so it’s not possible to compare cost of the service to the cost of hiring more dispatchers.

In April, The Interstate Bridge Replacement (IBR) Program published the Final Supplemental Environmental Impact Statement (SEIS). Publishing this document allows the Program to take a crucial step forward towards receiving federal approval to move into construction.

Spruce the Couve today!

Flower Baskets are up, clock tower is operating (with water fall), 1400 flowers going into Esther Short park and hundreds of volunteers cleaning up downtown.

Q: How important is removing freeway graffiti to the community?

The land bridge over SR-14 might be the most visible example of rampant freeway graffiti, but there’s plenty scattered around the City. WSDOT is well underway with their seasonal increase on graffiti abatement.

The periodic toll scam is popping up again. No state DMV sends text and odd links to collect tolls. Best practice is to report any such messages as spam and NOT click on the link as those links often lead to malware.

Portion of Waterfront Way on Waterfront to close for weekend. This is to improve safety and pedestrian circulation.

An increase police presence will be out a night to address problem behaviors such as aggressive driving, street racing and other motor vehicle related noise disturbances.

In the attached image, the red lines note the closure and the green line notes the valet parking route for the impacted hotel.

Light rail is a heated topic, but it seems both sides of the discussion agree that IF (and that’s a big, hotly debated if) light crosses the river, it needs to do so in a manner that makes sense for a Vancouver mass transit system.

Does having a light rail system that requires a dedicated shuttle from the MAX stop to the main C-TRAN hub offer enough benefits to outweigh the cost given that’s pretty much what’s in place now?

How do people feel about the paperless receipt for parking in the downtown?

In the paperless locations, one can get a receipt via text or taking a photo of the screen. Some residents have expressed privacy and barrier concerns.

Anyone pay an still get a parking citation for no payment?

Visit Vancouver is using the slogan “North of Weird, South of Sound” in its tourism promotional material. Does that resonate with locals? (For those that might not know, the phrasing refers Portland and Seattle).
