Can I repossess my vehicle? Cars in my name and everything but has no insurance and he's been driving it around racking up tolls.

Thing I signed says:

"I, -my name-, declare that upon signature of I, and -his name-, -his name- will pay $500 upfront and gain possession of the vehicle, -VIN NO.-, but not the title until the additional $500 has been paid to put the vehicle in his name.

It's been three months.

Edit:
Alternatively can I sue him for the damages in dated tolls that he has racked up in my name? I included the date at which he gained possession into the contract..?
