So it seems the MIY feeds off victims of the town, based on what Victor revealed about him coming into town the last cycle, it seems like he strolls in near the end of the cycle and sows chaos/devastation so he can feed off the people to maybe keep his powers strong and that’s what the Teen in White meant when he said they’re running out of time. He knows the MIY is there which points to the end of the current cycle
