We've inherited a 40 year old boat and are attempting to do some maintenance while it's out of the water but we're stumped on what to do with the upper hull. I'm not sure if it's a poorly applied clear coat that's peeling off (someone at the yard even thinks it's floor wax!) but it looks terrible and you can see oxidation starting to creep in where the protective layer has chipped away.

Any thoughts on how to fix this? I'm pretty sure getting this done professionally will be prohibitively expensive but is this even something a novice like me can DIY?
