Trex decking not draining

Trex decking is about 10-12 years old. It was spaced properly. My girlfriend is the original property owner

Now all the seams are closed. After some heavy rain this weekend, it is bubbling in certain areas

I hear that the deck frame will shrink and that the boards expand in the heat.

Is this fixable?

Will running a circular saw down the end cuts relieve the stress?

Would this be covered under warranty?

ETA: I didn't capture the pooling. But as you can imagine, its most of that odd seam. It covers a good 4 ft or so
