What if for some reason Virginia was to gain a new seat in Congress following the 2030 Census Apportionment
All Districts were drawn to try and make it more representative of the state's lean (arguable that i failed given Abigail Spanberger's margin of victory not flipping a seat), what i did not do was looking at demographics to make sure there is also proportional representation of minorities.
