What does "believe" mean in LNAT questions?

Came across a question when revising - "What effect does the writer believe that removing copyright protection will have?"

Does "believe" here mean that the question asks for something that is implied? Or is it okay if it is something directly stated? The MS answer suggests that it's the former, but that doesn't seem sensible to me...

Which option would you pick? I just want your honest opinions, since I disagreed with the MS and wondered if it was just me :)

Also, is a question with such a degree of iffiness usual in LNATs? I got this Q from "the Ultimate LNAT Guide 400+ questions william anthony rohan agarwal blah blah blah" and I want to know if it's an accurate representation.
