Being harassed when taking foreign driving license conversion in Japan

Took 外国切替 gaikoku Kirikae in Kyoto. Was harassed during the practical exam by the examiner. And the person before me got harassed as well. But I stood out for myself and requested to file a police report. The test center is virtually run by police (every uniformed staff is a police) colluded that what happened to me was how it is supposed to be, aka  “everyone received the same treatment”, which was a lie. They refused to take my case. Therefore I went to another police box and filed a victim report for power harassment. I also requested them to investigate the camera in the exam car for precise judgement. 

Sincerely advise you to avoid this test center, or conversion at all. If you have a license from the US, take advantage of the list of states that does not require any test, e.g Hawaii, Colorado. Take me for instance, I carry a GA license, it’d be much easier for me to visit Hawai, establish a residency(utility bills, bank statement) and convert my GA license for a Hawaiian one. Then you can get your jp license hassle-free, saving yourself all the trouble having to deal with these lowly animalish individuals who bear anguish against foreign test-takers.

Do not waste your time trying to get through on the phone for an appointment, waiting 3+ mo just for them to humiliate you in public. Opt for better ways.
