Neither of the mini pcs have power bricks, the NUC has been wiped but still has recovery partition not sure how that will affect things.
Both will need windows or other OS installed, NUC has a Win10 IoT key on base.
$100- NUC8i3BEK Intel i3 8th gen, 8gb ram, 256gb ssd. Comes with original box including VESA plate. Only missing power brick
$40- AZULLE Byte Plus (info provided by google model ID search) Intel Atom, 4gb ram, 32gb flash/ssd
$60- Canakit for Pi3, comes with everything needed as well as additional Pi Zero1.3
