How well does the social plan address no forced layoffs ?

I have read on Viva Engage that r/asml is pessimistic in whole and lot of positive notes on the social plan on VE. I am honestly trying to understand how the initial unanimous goal of no forced layoffs is supposedly achieved. As I read the current plan it is via a)layoff flex b)voluntary departures and c)trust in ASML’s mobility team to help one land a suitable role. However the latter(c) feels not SMART and very vague. In other words there are no guarantees and it all depends on ASML’s good will which I find hard to bet my future on.

I ask this sincerely, can people who think this is addressed please help me understand?
