why do vegans often add an exception for indigenous people consuming meat?

I understand this is possibly a racially charged subject, so I want to be up front and say that I am white.

I see a lot of vegans say there's an exception to meat consumption if done by indigenous people because it's part of their cultural practices. However, it's also part of western cultural practices to consume meat (ie meat and potatoes, bbqs, etc).

What justification is made to excuse indigenous people consuming meat while being opposed to it on larger scale? Is it the industrial farming practices because I feel like people are also opposed to hunters?
