The historic agreement between WT and ITF in 2014 - how is it different from before?

The Protocol of Accord was a historic memorandum of understanding signed on August 21, 2014, by World Taekwondo (WT, formerly the WTF) President Chungwon Choue and International Taekwon-Do Federation (ITF) President Ung Chang.

"Allowed registered athletes from both the WT and ITF to compete in each other’s sanctioned tournaments under respective organizational rules". [1]

You still need to convert the black belt, and as far as I understand this wasn't prohibited prior to 2014. Right? You could always speed track to black belt.

How much has WT/Kukkiwon training changed since the early 2000s?

Is there more emphasis on traditional aspects or does it still train for sport primarily?

Is there a different emphasis on the particular kicks?

Is there any difference outside of those I'm asking about?

Author Alex Gillis: Tang Soo Do focuses mostly on hand techniques.

This was claimed in​ his Book A killing aRt. To ​my knowledge that ​is blatantly false regardless of what branch of Tang Soo Do you're talking about.

Is there any ​way to make sense of how he ​reached that conclusion or is he simply ignorant?
