Stubborn grass patches (ಠ_ಠ)

This is a very beginner level question so sorry if it’s obvious: I’ve been trying to grow grass on the bare soil at the back of my garden for a few months now.
I prepared the entire area with the same process. Cleared out the old dead grass, put down some top soil, seed, spread evenly with rake, fertiliser, regular watering.. etc
While some of the seed has produced thick grass in patches (circled in the image), there are other patches where I still just have soil with seed scattered around - no germination whatsoever.
Is this just the way with grass seed, some grows, some doesn’t? In which case, do I keep seeding? Or am I missing something which is making my growth so uneven?
Any observations/recommendations would be so appreciated. Thank you 🙏🏼
