I think that Blur is >!Fernan Babblos (Jensi's Brother)!<, I find it incredibly obvious when rereading the books. During Nightfall, Sophie gets a glimpse of Blur and says she doesn't know him however 'recognises his full lips and round cheeks' which is similar to the description of Jensi. Futhermore, Fernan is the only phaser we know of, which makes it seem too obvious, however everything matches up.
