Running a clip account for 2 years with high watch time, but RPM dropped to $0.14 after false restrictions? Can I get it back up?

I’ve been running an account for two years making clips of a big German streamer. I have his explicit permission. My videos are about football talks, and my views are almost exclusively from Germany.
My stats are very high, with great average watch time and high video completion rates (currently over 25%).
During the first few months, I always received additional rewards (bonus payouts) on top of my normal earnings. Before my big ban, I only had a few isolated videos that didn't get these extra rewards. But then, I got banned for 10 days for "impersonation." I was unbanned because I am just a fanpage and clearly marked that I am not the real person. However, since that 10-day ban, I stopped getting any additional rewards completely.
My normal RPM used to be over $1.00, sometimes even over $2.00. After the ban, it was around $0.40, and then it started dropping to $0.30. I thought maybe I was uploading too much because I was posting 2 videos a day, so I went down to 1 video a day.
Recently, I got hit with two more restrictions for impersonation (one was because of a profile picture change). Both times, the restrictions were removed within an hour because they were unjustified. But since then, my RPM has instantly dropped to $0.14.
This is an extremely important source of income for me. I have crazy views, really high watch time, and football talks with a German audience usually pays well. It sucks because these false account restrictions were only there for an hour and were removed immediately.
Is it possible to get my RPM back up to normal?
Should I upload 2 videos a day or stick to 1?
Has anyone experienced this and has advice on what to do?
