Asking for some advice here!

Pictures sent of one of the middle floor apartments sill that was just replaced. This is a brick façade apartment building in NYC undergoing Local Law 11 repairs.

Wanted to know if these gaps are intentional, like for weep holes or if this is just sloppy work? Can this lead to water damage?

Spoke with building management and provided pictures above and it was brushed off. Don't know how to proceed to ask if the work can be pointed up or redone while repairs are still going on.
