I am trying to setup self deploy but I am running into an issue where it is setting it self up as user driven. Hash is uploaded and profile automatically set based on device tag.

When I boot up it goes through its process and eventually I get to the user driven screen where I can enter the windows key 5 times to pre provision. Instead I believe I should be receiving the normal login screen if it were in self deploy mode.
